margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">全市各类企事业单位以及自由职业者中从事网络安全和信息化（以下简称“网信”）相关领域工作的专业技术人员。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">公务员（含参公管理的人员）、离退休人员（从审批机关审批的退休时间起计算），以及处于职称申报评审影响期内的人员，不得申报参加专业技术人才职称评审。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\"><span style=\"font-weight: bolder;\">（一）正常申报按以下条件执行</span></p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">按照《重庆市工程技术网信专业职称申报条件》（渝人社发〔2023〕20号）执行。已取得其他专业职称的，可按市职改办相关规定申报转评或多评同级网信专业职称。工程技术系列职称可作为申报网信专业职称的前职称依据。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\"><span style=\"font-weight: bolder;\">（二）首批认定按以下条件执行</span></p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\"><span style=\"font-weight: bolder;\">1.正高级工程师。</span>具备博士学位，从事本领域工作满7年；或具备硕士学位，从事本领域工作满12年；或具有大学本科以上学历或学士以上学位，从事本领域工作满15年。长期从事网信专业相关工作，确有真才实学、能力和业绩显著，获得业内和社会广泛认可，近5年来业绩成果同时符合下列条件（1）—（6）之一和（7）—（11）之一，可直接申报：</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（1）获国家级学术技术类奖项二等奖以上（一等奖排名前3，二等奖个人排名前2）；或获省（部）级学术技术类奖项一等奖1项或二等奖2项（一等奖排名前3，二等奖个人排名前2）。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（2）参与立法（排名前3）或制（修）订（排名前3）标准、发展规划等国家级1项，或省（部）级2项；或作为第一起草人编制行业（地方）技术指南、大型企业（规上企业）技术标准4项。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（3）主持编写的研究报告、技术报告、舆情报告、资政报告等，获得省（部）级以上主要领导肯定性批示或省级以上党委政府采纳应用。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（4）主持完成项目、产品或服务的设计开发、组织实施（合同金额1500万元以上或纳税金额600万元以上）；或主持开发、研制的新产品被省（部）级以上党政机关、企事业单位采购；或受省（部）级党政机关、企事业单位委托研发涉密类产品，并通过验收。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（5）作为技术负责人解决关键技术问题，取得重大突破，经省（部）级以上行业主管部门认可；或提出网信专业工程技术创新建议，被省（部）级以上行业主管部门采纳或推广。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（6）作为项目或技术负责人，参与3次省（部）级以上重大网络主题宣传、网络评论引导，正面宣传及引导效果好，且指导或参与撰写的作品产生重大社会影响，或成功处置网络安全事件或网络舆情事件，获得省（部）级以上主要领导肯定性批示。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（7）获授权发明专利2项（排名第1），且至少1项已实施；或获软件著作权6项。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（8）主持完成国家级1项，或省（部）级2项科研项目（课题/任务）。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\"><span style=\"font-weight: bolder;\">2.高级工程师。</span>具备博士学位，从事本领域工作满2年；或具备硕士学位，从事本领域工作满7年；或具有大学本科以上学历或学士以上学位，从事本领域工作满10年。长期从事网信专业相关工作，确有真才实学、能力和业绩显著，获得业内和社会广泛认可，近5年来业绩成果同时符合下列条件（1）—（8）之一和（9）—（13）之一，可直接申报：</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（1）获省（部）级以上学术技术类奖项1项（一等奖主要完成者，二等奖个人排名前3，三等奖个人排名前2）；或地（市）级学术技术类奖项二等奖以上2项（一等奖主要完成者，二等奖个人排名前2）；或因专业技术工作业绩突出，获省级以上党委政府表彰奖励。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（2）参与国家法律法规或国家（行业）标准、国家级发展规划等制（修）订1项，或参与地方法律法规、地方标准、省（部）级发展规划等制（修）订2项；或作为主要完成人（排名前2）编制行业（地方）技术指南、大型企业（规上企业）技术标准4项。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（3）参与（排名前2）撰写的研究报告、技术报告、舆情报告、资政报告等，获得省（部）级以上领导肯定性批示，或被地（市）级以上党委政府、省（部）级以上部门采纳应用。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（4）创作（排名前2）的作品参与3次省（部）级以上重大网络主题宣传、网络评论引导；或成功处置（排名前2）网络安全事件或网络舆情事件，经省（部）级以上行业主管部门认可。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（5）主持完成2项网络安全等级保护三级以上工程项目或关键信息基础设施的规划和实施工作。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（6）主持完成项目、产品或服务的设计开发、组织实施（合同金额300万元以上）；或依托国产软硬件环境研发的产品或服务在网络安全等级保护二级以上系统中得到推广应用。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（7）参与（排名前3）解决重大技术问题1项，经省（部）级以上行业主管部门认可；或独立提出技术创新建议1项，被省（部）级以上行业主管部门采纳或推广。</p><p style=\"margin-top: 10px; margin-bottom: 10px; color: rgb(51, 51, 51); white-space: normal; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; font-family: 宋体, SimSun; font-size: 16px; line-height: 1.8em;\">（8）主持1项或参与（排名前3）完成2项省（部）级以上国有企业或大型民营企业（规上企业）网络舆情或企业声誉管理项目，得到企业和行业主管部门认可。</p><p style=\"margin-top: 10px;
